Global aviation awaits key decisions to accelerate its growth

IATA arrives at the ICAO Assembly with a strong call to action on issues such as sustainable fuels, consumer protection, and aviation safety. The decisions made could mark a turning point in the growth and sustainability of the sector

The International Air Transport Association (IATA) has expressed high expectations for the 42nd Assembly of the International Civil Aviation Organization (ICAO), which will be held in Montreal from September 23 to October 3, 2025. In the run-up to the meeting, the global airline umbrella organization presented 14 documents with concrete proposals to ensure a more efficient, safer, and sustainable future for commercial aviation.

One of the key pillars is the production of Sustainable Aviation Fuel (SAF). IATA urges states to implement incentive policies that allow for scaling up production and reducing costs, in addition to ensuring that international targets reflect the economic realities of the sector.

Another key aspect is CORSIA, the global emissions offsetting and reduction scheme. The partnership seeks to have countries reaffirm their commitment and avoid national measures that create overlap or distortions, such as additional taxes.

In the financial arena, IATA warns of risks associated with changes in international source-based taxation, which could lead to excessive administrative burdens, double taxation, and tensions in bilateral agreements.

Consumer protection is also at the heart of the agenda. Faced with the proliferation of conflicting regulations, IATA calls for greater global alignment, clear definitions of extraordinary circumstances, and a fair distribution of responsibilities in the event of disruptions.

Operational safety, meanwhile, faces new challenges with the expansion of technologies such as 5G and 6G. The organization calls for the protection of critical radio spectrum for radio altimeters and the coordination of realistic timelines for technological adaptation. It also warns of the need to improve transparency and the capacity of States in accident investigations, as only 57% of accidents that occurred between 2018 and 2023 have complete public reports.

The 42nd ICAO Assembly is thus shaping up to be a decisive forum for laying solid foundations for a more resilient, efficient, and sustainable aviation environment.
