The agreement seeks to strengthen the aviation sector's commitment to preventing child labor and any form of exploitation in the field of air transport and related tourism services, thus contributing to building a safe, ethical and responsible environment for minors.

The National Code of Conduct, promoted by the Ministry of Tourism, is a voluntary initiative designed to combat child sexual and labor exploitation in the tourism industry. It aims to collaborate with tourism service providers to prevent, detect, and report all forms of exploitation of children and adolescents, promoting a culture of zero tolerance toward this problem.

Josefina Rodríguez Zamora, Secretary of Tourism for the Government of Mexico, commented: “Air transport is a key driver for Mexico’s tourism and economic development. In 2025, we registered a 2.7% increase in passengers compared to 2024, reflecting a dynamic sector committed to the country.” She emphasized, “With the signing of the agreement between CANAERO and the Ministry of Tourism to strengthen the National Code of Conduct for the Protection of Children and Adolescents, we reaffirm that the sector’s growth goes hand in hand with social responsibility and the protection of those who need it most.”

“Tourism and aviation must be drivers of development and well-being. Therefore, this agreement reflects our conviction that protecting children and adolescents is a collective and priority task. At CANAERO, we reaffirm our commitment to working alongside the Ministry of Tourism to build a safer environment for every trip,” emphasized Cuitláhuac Gutiérrez, president of CANAERO.

With this alliance, CANAERO and SECTUR strengthen the culture of social responsibility in Mexican aviation, consolidating air transport as a strategic ally in building sustainable, inclusive tourism with a human rights perspective.

According to data from INEGI, in Mexico there are approximately 3.7 million children and adolescents between the ages of 5 and 17 who perform some form of prohibited or harmful work, representing 13.1% of the population in that age range. Nearly 2 million of them are in occupations considered hazardous, with the service sector accounting for 37% of these cases.
