The Caribbean Tourism Organization (CTO) announced the appointment of Norris Clement as Deputy Director of Professional Services, a designation that seeks to strengthen the organization's capacity to drive workforce development and career advancement initiatives within the regional tourism sector.

Clement has over 30 years of leadership experience in the public and private sectors, specializing in human resource development, service standards, quality assurance, business development and project management.

Originally from Trinidad and Tobago, he has held various leadership positions in the tourism and services sector. Among his most notable roles was as head of the Service, Training, Attitude and Respect (STAR) Unit at the Trinidad Tourism Development Company, where he spearheaded initiatives aimed at strengthening service delivery standards across the tourism industry.

He also served as Customer Service and Training Manager at ANSA Rentals, a division of the ANSA McAL Group, where he led training and service excellence programs within a large-scale corporate environment.

“In assuming this new role, I am excited to contribute to building a prepared and forward-thinking tourism workforce, while strengthening the capacity and competitiveness of the organizations and businesses that drive our sector,” Clement said. “I look forward to working with colleagues, partners, and stakeholders across the region to expand learning, certification, and professional development opportunities for tourism professionals, entrepreneurs, and young talent in the industry.”

Most recently, Clement served as project manager for the CTO 2025 Tourism Human Capital Development Project, an initiative funded by the Caribbean Development Bank. In that role, he led the strategic and operational implementation of the program, coordinating consultants, promoting stakeholder engagement, and overseeing the execution of the project's various stages.

In his new role, Clement will be in charge of promoting the regional pillar of people development within the CTO's Reimagine Plan, with a focus on tourism education and training, workforce development, quality assurance, service excellence, and professional growth initiatives in member countries.

The appointment reinforces the Caribbean Tourism Organization's ongoing commitment to strengthening human capital and fostering a competitive, resilient, and sustainable tourism sector throughout the region.
