In the letter, the ATP Administrator pointed out that, in the preliminary discussions, it can be concluded that the reactivation can occur in two stages:

2. Promotion to generate international tourism in an environment of aggressive competition, with other destinations highly dependent on tourism, investing large sums of money to revive their industries.
Eskildsen also invited those involved in the tourism industry to take advantage of the time detained as "a great opportunity to strengthen ourselves and promote projects that promote knowledge and training."
