Uruguay decrees modifications for the entry of foreigners to the country

President Luis Lacalle Pou signed the decree by which the measures for visitors are made more flexible as of November 1

As of November 1, the following persons are authorized to enter and under these conditions:

  • Those foreigners who certify having received the single dose or both doses, as corresponds to the type of vaccine supplied, against the SARS CoV-2 virus approved by their country of origin, within the last nine months prior to shipment to the country and fulfilled the respective waiting periods to achieve effective immunity. In this case, they must show a certificate issued by the health authority of their country of origin, which certifies the vaccination and compliance with the aforementioned deadlines.
  • Foreigners who have had Covid-19 disease within the last 90 days prior to boarding or arriving in the country, which must be proven by a positive result of a test by molecular biology technique PCR-RT or antigen detection test, carried out between a maximum of 90 days and up to 20 days prior to shipment or arrival in the country, as appropriate
  • Foreign citizens under 18 years of age.

To enter the country, the measures established in Decree 195/020 of July 15, 2020 must be complied with, with the exception of mandatory preventive isolation.

A negative result of the SARS CoV-2 virus detection test (by molecular biology technique PCR-RT or diagnostic techniques approved by the Ministry of Public Health) must be accredited, carried out up to 72 hours before the start of the test. travel (provided that the passenger is in transit), in a laboratory authorized in the country of origin or transit.

In the event that the entry into the country is through a means of commercial passenger transport, the accreditation of the negative test must be carried out prior to boarding with the corresponding company.

Those who enter must repeat a new test on the seventh day of the first, whose result must be negative.

Those under six years of age are exempt from carrying out a detection test for the SARS CoV-2 virus, who will be subject to the rest of the sanitary measures established in Decree 195/020.

The form approved by Decree 227/021, of July 16, 2021, will be replaced by an online form, which is attached and will be published on the website of the Ministry of Public Health.

The aforementioned form must be completed by electronic means prior to entering the country, within 48 hours prior to boarding and will have the character of an affidavit.
