ANATO leads immediate proposals and actions to favor tourism

From the first moment, the Association saw the impact that the Coronavirus pandemic could bring to the sector, and that is why it took the position to implement a work with the National Government that took into account the short and medium-term needs of the Agencies. Travel and tourism in general.

We have maintained constant contact with our Associates and other unions to identify their needs and thus carry clear and efficient proposals that help us solve this situation. We have sent communication to the President of the Republic, Ministry of Commerce, Industry and Tourism, Ministry of Labor, Ministry of Finance, DIAN, Civil Aeronautics, Superintendence of Industry and Commerce, Superintendency of Transport, IATA, airlines, Bancoldex, National Fund of Guarantees, among many others. ”, Explained Paula Cortés Calle, executive president of ANATO.
Some of the problems that Travel Agencies have faced are: the impossibility of commercializing any type of service, facing the requests for massive returns of money from customers, the lack of response from many providers, illiquidity to attend the obligations, relocation of travelers on new flights, bringing Colombians who were trapped abroad, or helping foreigners who had to attend the mandatory quarantine in our country, among others.
That is why some of the requests that the Association has focused on are:
-Establish subsidies and lines of credit according to the need of the situation, which allows solving short-term debts, payroll coverage, leases or company debts.
-To defer the payment of parafiscales of the workers, including the parafiscales of the tourism, in order to subsidize and contribute to the payment of the payroll of the current workers.
-Extend to Colombian residents as a tax benefit, for a period of six months, the exemption from VAT that foreigners and non-Colombian residents have to encourage travel within Colombian territory.
-To postpone the presentation and / or payment of the income and complementary taxes for the Travel Agencies in such a way that this provision can be used to manage the crisis.
-Review with DIAN the return of balances in favor of Travel Agencies, improving their cash flow and compliance with labor obligations.
-Review a measure with Civil Aeronautics regarding refunds and penalties for change in the tickets requested by travelers, so that there is a general instruction to all airlines.
-Ensure that the reimbursements are delivered on time by the airlines so that the travel agencies can make them available to the clients before the term of thirty (30) days established in the current regulations in Colombia.
-Request IATA for flexibility with the payment schedule, so that Travel Agencies have flexibility with what is established in the payment schedule.
-Implement a mechanism that allows the Flexibility of the Reimbursement of all those services not provided due to the emergency, air tickets, tourist packages, hotel reservations, among others.
-Management with the National Guarantee Fund, For new disbursements: we request a 90% guarantee for loans to companies in all economic sectors with sales of less than COP 15,000 million; and (ii) an 80% guarantee for loans to companies in all economic sectors with sales between COP 15,000 million and COP 51,951 million.
